Summary This paper analyzes why Romani leaders in Romania have been unable to create a language of pan-Roma politics that appeals to their constituents. Why has the framing of individuals’ problems failed to cloak itself in the language of the collective? Can the political marginalization of the Romanian Roma can be explained more fully as the result of an internal barrier to political engagement that is specific to Romani culture, or is it the design and structure of state minority policies that fail to meet the needs of the ethnic Romani groups in Romania?
