Summary This paper compares the theoretical and practical aspects of harm reduction and prohibition as two possible responses to what is termed the "drug problem". An economic analysis will show that prohibitive policies are counterproductive and lead to more drug-related problems. A case study of Polish history will show that harm reduction ahs achieved successes in countering "the drug problem" even in an environment growing more and more prohibitive.
