Title | THE IMPACT OF ELECTORAL REFORM ON NEOPATRIMONIAL REGIME IN KYRGYZSTAN |
Summary | In this research I analyze the Kyrgyz political context from the perspective of neopatrimonialism. I apply the transition framework developed for African neopatrimonial regimes to Kyrgyzstan. While featuring substantial amount of political participation and competition as well as formal institutional setting of the state bureaucracy the political regime is not transforming along the lines of African neopatrimonial states. The proposed framework of the transition from neopatrimonialism does not work in terms of incentives and the outcomes. Having assessed Kyrgyz neopatrimonialism, I suggest that the capacity for transition rests with the re-arrangement of formal institutional settings of political participation. This is exemplified in the analysis of the 2007 electoral reform and the consequent parliamentary elections in the country. I argue that the change in formal institution of elections is able to devaluate informal political institutions of patronage and clientelism, the integral elements of neopatrimonialism. |
