| Title | Think Tanks in the Policy Process: The Case of Hungary |
| Summary | By analyzing the Hungarian think tank sphere, this thesis sets out to contribute to the ongoing debate about the role and nature of think tanks and how these change when these institutions are operating outside of their original political environment. The research makes use of a number of theoretical lenses, namely pluralism, elite theory and corporatism, that serve to interpret the basic roles of think tanks in the policy process. The normative framework is tested against the empirical evidence of four think tanks selected as case studies based on which conclusions can be made on the role(s) that think tanks play in the Hungarian policy-making process. The lessons of the thesis demonstrate that think tanks in Hungary at this point in time are not sufficiently involved in policy-making to be able to contribute to the formation of an open policy process and democratic debate. However, their activities aiming to shape public discourse and exert pressure on policy-makers from the bottom-up can contribute to an environment that creates the need for more inclusive policy-making. |
