Summary Consultative mechanisms are often heralded as a way for civil society and representatives from minority populations and other vulnerable groups to protect and promote their interests through access to government decision-making processes. Others however express more skeptical views of such mechanisms. This paper explores the recent creation of the Consultative Council for Communities in Kosovo to determine the level of voice it gives to minority communities in government decision-making. It also analyzes the role of transnational advocacy networks and the extent to which discourse in academic and international circles on the values of consultative mechanisms translated into the design of Kosovo’s minority protection framework.
