Summary The paper investigates vertical distribution of powers between the federal government and the constituent units in the Ethiopian, Canadian and German federations. The form, nature and scope of power apportioned between the two levels of government are explored. The legislative powers assigned to the two levels of government in the three federatiosn is analysed. It also invetigates whether excution responsiblity in the three federations is coextensive with legislative competence.
