Summary This study facilitates comparative analysis on how dynamics of institutions and social capital explain why two regions (Bangladesh and West Bengal) experience different manifestation of decentralization in presence of similar historical root and comparable institutional reform initiated almost in the same time. The paper advances the argument that success of political decentralization depends on institutional design informed by existing stocks of social capital and its social capital enhancing role.
