Summary Recent parliamentary investigations on human right violation during the post election state of emergency in Mongolia showed that this oversight tool lacks in necessary power and legal regulations to oversee government. Weak overall oversight capacity and an absence of rights to the opposition in the State Great Hural are also contributed to this failure. Based on comparative analysis of U.S. Congressional investigation and the committee of inquiry in German Bundestag, this thesis searched for an enhancement of Mongolian parliament’s oversight capacity of the executive by suggesting the essential powers and features of the parliamentary investigation in the legal framework.
