Summary The state of exception and exceptional measures are the two most important elements of the securitization of the Copenhagen School. The School’s original framework, however, received much criticism due to the lack of clear conceptual clarification of securitization processes where the notions of the state of exception and exceptional means are present at different stages of the securitizing move. This thesis argue that this conceptual shortcoming is especially important when applying the securitization theory to processes related to interstate relations, since the existence of normal politics and security in the realm of international relations should be clarified before assessing the outcome of a securitizing move. These shortcomings are to be demonstrated by the analysis of a securitizing move by various NGOs concerning the Darfur conflict and the subsequent debate in the US Congress. The thesis concludes that in order to avoid the use of objective of subjective measures in assessing the success of a complex securitization concerning interstate relations, securitization theory should include some notions from international political theory.
