Summary E-government has added to the transformation of the public sector worldwide. It has complemented the reforms in the public administration, as well as the necessity for public consultation in policy-making at the beginning of the 21st century. The present study offers both an analytical framework of and empirical evidence on the key aspects of online engagement initiatives in the countries of the European Union. The two research questions explored here address the factors that influence the quality of the governmental services online and the range of participation opportunities provided in a top-down manner. In the first part of the thesis, the analysis carried out on the 2009 Eurostat dataset shows that the percentage of broadband penetration and the percentage of individuals using internet for communication – both measured at the national level – account for 50% of the variance in the quality of the online governmental services across EU27. The second part of the study focuses on the opportunities for online civic participation available through the websites of the ministries of education in EU27 and provides a classificatory typology meant to assess the development of e-government in connection with initiatives for public engagement, based on two dimensions: interactivity and public outreach. The findings of this research, conducted in May 2009, point towards a trend of increased access to information in education-related policymaking. A comparison between e-government web-based applications in Western and Eastern Europe reveals slightly lower standards for the post-communist countries, with high potential for fast modernization.
