Title Addressing Structural Funds' absorption challenges: the case of Romania's bottleneck
Summary This paper seeks to explain why Romania has failed to absorb the EU Structural Funds for transport infrastructure. In doing so, it advances the argument that poor administrative capacity, ill designed laws, the inadequate land register system and the uncertainty of land ownership constitute the major obstacles to Romania’s successful absorption of SF. The paper examines the way SF function and their importance in reducing development disparities between EU countries, highlighting the centrality of absorption as a measuring indicator. The research includes the analysis of Romania’s poor absorption rate and concludes by pointing at very specific policy shortcomings that should be addressed. In this way, the paper provides a guide to the policy networks involved with improving Romania’s use of SF and its implications
