Summary This is a work about how ideas and institutions connect together to generate policies. Therefore, it intends to contribute to a better understanding between ideas and policy making. In order to do so, it assesses the mechanisms of creation alternative development ideas emerging recently in Latin America, as well as their adoption, negation and distortion in the High Level Fora of Aid Effectiveness. Basing the evidences on the content analysis of official documents and declarations coming from High Level Fora of Aid Effectiveness between 2003 and 2011, as well as media reports and secondary literature, the paper highlights the extreme persistence of practices along the years, even after the broadening of consultation mechanisms in their last two editions. The paper argues that more than a matter of understanding the place of ideas and actors in policy-making, it is important to pay close attention to the processes of selection institutions adopt in order to promote either continuity or change.
