Summary This thesis deals with the way the question of gender equality in higher education is addressed on the university level in Ukraine. More specifically, it addresses misunderstandings of the concept of gender equality and the inconsistencies related to policy transfer concerning gender equality (in the context of the MDGs). I examine a top-down effect of these problems from the UN level, to the national level of policy implementation in Ukraine, and to the local level of universities. My research suggests that gender equality is only technically addressed in Ukrainian universities, while the existent problem with gender inequality remains unchanged. I offer directions for building change.
