Title | Implementation of Natura 2000 in Bulgaria - problems and challenges |
Summary | European Ecological Network Natura 2000 is one of the most important objectives in EU policies on nature protection. As a country-candidate for accession to the EU, Bulgaria was obliged to adapt its policies to the EU standards and implement Natura 2000 network. However, there are numerous social, political and economic challenges that the new member states including Bulgaria face in the environmental field. Since county’s accession to the EU in January 2007, there have been significant problems with the prevention of destruction of Natura 2000 sites in the country and now faces serious implementation challenges. The departments of the Ministry of Environment and Water have failed to implement required environmental assessment procedures for projects in Natura 2000 zones, both along the coast and in the mountains where the economic pressure is most powerful. Therefore, in many cases the zones are only protected on paper. The EU has already begun the infringement procedures by sending several Letters of Formal Notice to the Bulgarian government for violations of Community law on biodiversity. This thesis aims to explain factors contributing to implementation failures and delays of the European environmental network Natura 2000. The thesis will try to identify the main economic, political social difficulties/barriers to more effective implementation of the Directives at both national and regional/municipal level. It will also look at some the major threads to some major Natura 2000 sites due to the country’s failure to comely with the EU legislation. Another objective would be investigate the practical measures that Bulgaria is taking now in order to complete practical implementation of Natura 2000. |
