Title Assessing the Resilience of the Independent Regulatory Agency for Broadcasting in Kyrgyzstan
Summary The main objective of this research was to assess the independence of the Supervisory Board of the Public TV and Radio Corporation in Kyrgyzstan based on two levels: formal and de facto. The assessment of the independence of broadcast media regulation is important for Kyrgyzstan, since it have recently made first steps toward the independent regulation, such as transition from National to Public Media. The application of the methodology, adopted from the study of European Commission “Indireg” helped to see the potential risks and anomalies within each of the dimensions. Results of the ranking tool showed that independence of the Kyrgyz Supervisory Board lacks recognition in the legislative framework and is in risk of industrial interference due to the absence of the separate budget and financial dependence on the Public TV and Radio Corporation.
