| Title | Debates on the systematization plan in Ceausescu's Romania and influence on the Hungarian minority |
| Summary | The Romanian systematization plan, outlined in at the National Conference of the Romanian Communist Party in July 1972 and officially implemented in 1974 with the Law nr. 58/1974, was a project that applied the idea of integrating spatial and economic planning in order to develop an organic state-system where every aspect of the social and economic life of the country would be integrate and interconnected under the guide on the central government. The systematization of the rural settlements can be seen as part of a broader and more general plan of development and modernization that, under the leadership of the Romanian Communist Party, aimed to bring the country towards the construction of the perfect socialist society. In 1988, after a speech by the Party Secretary Nicolae Ceaușescu, the plan was declared to be on the top of Romanian political agenda, scheduling the concentration of the population in 558 agro-industrial towns and the destruction of circa 8.000 of the 13.000 villages by the year 2000. This announcement raised a great number of domestic and international protests, due to the social, economic and cultural implications of the plan. In this thesis, I will focus on the issue of the issue of Hungarian minority in Romania and of the relations between the two bordering countries in relation with the plan of rural resettlement. As Hungary was the most fervent detractor of the systematization plan, depicted as a weapon to annihilate the Magyar minority in Romania, I will analyse the Hungarian role in the debate and the international campaigns against the systematization as a gauge to better understand the relations between different countries in the Eastern Bloc and consequently the changing of East-West relations in the eve of 1989. |
