Title | Quota for Minority Communities in Higher Education in the Republic of Macedonia. Affirmative Action: Policy Framework Review |
Summary | Taking into account the challenges faced by most of the transition countries concerning the development of their economies, increased market competition, and in general the influx on higher knowledge standards, the importance of the higher education and access to higher education becomes a point of reconsideration on the policymaker agenda. The purpose of this paper is to provide policy review on how the affirmative action policy, targeting minority groups is implemented in the practice in the multicultural country context such as the Republic of Macedonia. In order to reveal the reality I apply a case study approach of the University of “Ss Cyril and Methodius” Skopje which has almost 21 years implementation experience of affirmative action. The findings reveal certain drawbacks in the actual quota distribution for minorities in practice, as a result of absence of a proper implementation mechanism in place and the autonomy of the faculties. Based on the findings I provide recommendations to as how the policy could be improved by addressing the revealed policy drawbacks. |
