Summary The increasing debt problems in the Economic and Monetary Union have increased the interest in fiscal watchdogs. Good fiscal institutions are a crucial condition to achieve disciplined fiscal performance. However, their existence in itself is not sufficient. The real question is how these fiscal institutions could strengthen the overall fiscal performance in practice. Their success and effectiveness are subject to several factors, including mandate, credibility and transparency, and nation-wide, strong, long-lasting political commitment. The thesis provides some guidance through the academic discussion, and a detailed case-study of the recently set up Council for Budget Responsibility (CBR) of the Slovak Republic.
