Title Connecting science, policy and practice: the challenges to protecting ecological connectivity in Poland
Summary Ecological connectivity has been on the environmental agenda in Poland since the 1990s with many unfulfilled commitments and unachieved goals. In order to analyse the implementation of ecological connectivity protection measures in Poland, research was conducted on the state of connectivity discourse in Poland. In addition to a literature review of ecological and sociological studies and practical reports, interviews with 20 professionals dealing with ecological corridors were conducted and important planning documents were analysed (2030 Spatial Planning Conception for Poland, EIA of National Road Construction Program 2011-2015 and 40 so far completed Natura 2000 management plans). The research found many methodological problems in corridor designation (divergent habitat requirements of different species, issues of scale, deficient data and lack of consideration for social constraints) and implementation (weak and uncoordinated system of spatial planning, lack of political support, lack of legal protection and low public participation and support). Document review found that concepts of ecological connectivity, despite not being implemented on the ground, have infiltrated into policy documents but are more present at the higher level of governance. At lower levels (such as county spatial plans and Natura 2000 management plans) inclusion of connectivity issues is still unsatisfactory. The research found that the main obstacle to successful corridor protection is lack of support at the local level and the perceived inconsistency between environmental protection and economic development. Results of this study have been used to propose policy recommendations in order to help advance the implementation of connectivity protection measures.
