Summary The broad aim of this thesis is to draw parallels between responses to the oil crises of the 1970's and the gas crises of the 2000's by import-dependent states . At both times, energy supply crises were coupled with economic turmoil and elicited divergent short-term adjustments on the national level. Therefore, in order to explain the variations of adjustment strategies it is not sufficient to focus solely on foreign policy or energy security, but rather take a more fundamental approach and look at structural factors that influence decision-making and the tools available for policy implementation at the nation-state level. In this thesis I will argue that the varied adjustments of post-socialist countries to the gas crises stem from important institutional differences between their sector-specific state capacities brought to light at moments of crisis and change, through a comparative analysis of the distribution of policy instruments of Poland, Czech Republic and Hungary at the time of the 2006 and 2009 gas crises and subsequent price shocks.
