Summary Taxation provides a powerful lens for analysing processes of state building, consolidation of state capacity, and state-society relations. Longitudinal and cross-sectional comparisons have been made predominantly at the national level (Di John, 2011a; Lieberman, 2002). Subnational studies have focused on the economic and administrative dimensions of taxation (Bahl and Bird, 2008; Bird, 1999; Lieberman, 2002). This thesis uses taxation to study state-society relations at the subnational level in Colombia and applies a fuzzy Qualitative Comparative Analysis on rural municipalities with a high concentration of the property of the land. The objective is to identify the combination of sufficient or necessary conditions by which the state manages to extract resources from local elites in rural Colombia. The analysis of necessity shows that there are no necessary conditions for the outcome. The analysis of sufficiency provides a solution formula with 5 different combinations of conditions that are sufficient for the outcome. Municipalities covered by these paths can be classified in two broad types: the extractors de facto and the legitimate extractors. In the first case, extraction follows a logic of necessity in the absence of rents, and extraction can exhibit clientelistic or predatory dynamics. The legitimate extractors are municipalities that manage to establish a local fiscal contract with local elites. In this type of municipalities the presence of rents seems to make possible such contract.
