Title | Circular migration policies: a way to achieve win-win-win or forced transnationalism? |
Summary | Emergence of the win-win-win discourse framed migration as a development tool that can benefit all parties involved in the migratory process: sending- and receiving countries and migrants. Circular migration policies were proposed in the last ten years as optimal policy solution to achieve the triple win scenario. Conceptual analysis shows that a distinction shall be drawn between spontaneous circular mobility as a natural process and ‘induced circularity’ result of public policy. Based on the clarification of the nature of circular migration policies theoretical analysis reveals that development potentials of circular migration policies are hindered by: moral constrains, theoretical overstatements and the existence of a migration industry pushing for international migration management. |
