Title Measuring Human Development at the Local Level: A Case Study of Latvia
Summary The Human Development Index was elaborated in 1990 and has been subsequently included in annual Human Development Reports published by United Nations Development Programme (UNDP). However, the Human Development Index value can hide regional differences within a country in terms of how equally human development is spread across the country. The aim of the study is to use Latvia as a case study to develop a methodology and calculate a local human development index. The local human development index will analyze development differences between each of the 119 local municipalities of Latvia in order to understand and explain the variance between them. I argue that this variation stems from level of economic development and distance to capital city Riga. The results reveal that there are considerable regional differences, with capital city of Riga being the most developed compared to the eastern part of Latvia.
