Title | The effect of Japanese education reforms on the adults' skills |
Summary | This paper examines the effect of the Japanese education reforms of 1980s and 1990s on the performance of adults at the Programme for the International Assessment of Adult Competencies (PIAAC). I use Regression Discontinuity Design to identify if there was a jump in the PIAAC scores of the students who were affected by the reforms, compared to those who were not. Contrary to the public opinion that these reforms had devastating effect on Japanese people, this study shows that although there was a reduction in scores of adults exposed to the reforms, the education level of Japanese people did not decrease dramatically. Moreover, shift to a five-day school week even had a positive effect on the PIAAC scores. |
