Summary This thesis examines whether initial supply-side factors, such as the quality of public services or basic infrastructure, can affect the success of conditional cash transfer programs (CCTs) aimed at improving household investments in human capital. After a review of existing work and a discussion of why supply-side factors may be important, I describe the extent to which they are taken into account in the design of CCTs and finally present an empirical analysis of the effect of initial supply-side factors on the success of the Nicaraguan CCT.
