Title INTEGRATION THROUGH CULTURE? PARTICIPATORY GOVERNANCE IN THE EUROPEAN CAPITALS OF CULTURE PROGRAMME
Summary This paper aims to address the framing of participation in the European Union’s cultural policies by applying Critical Frame Analysis on the policy documents of the most recognised cultural initiative: the European Capitals of Culture (ECOC) Programme. To outline the framing of participation following an issue mapping summary I apply critical frame analysis on five policy documents of the ECOC and further discuss them in relation to the question of strategic selectivities in multilevel metagovernance as outlined by Jessop. With this analysis I intend to answer the question whether the participation established through the policy documents of European Capitals of Culture Programme could lead to the use of strategic selectivities in participation under the ‘veil of inclusivity’ to provide and reproduce existing structures.
