Title | ETHNO-FEDERALISM, NATIONALIZATION OF PARTIES AND THE DYNAMICS OF LOCAL GOVERNANCE: THE CASE OF PAKISTAN |
Summary | This thesis seeks to analyze how federalism along with the decentralized levels of governance can help in accommodating multiple identities, interests and political representation of ethnic minorities. Primarily, it deals with the question of ethno-federalism in non-democracies and, specifically, it takes into account the case of Pakistan- an ethnically diverse country still in the process of democratizing. The thesis discusses the prospects of ethno-federalism in Pakistan and its consequences for social and ethnic peace in the provinces of Punjab and Baluchistan. It also explores the (de)nationalization of political parties in Pakistan at the national level and evaluates how ‘national’ political parties are in Pakistan by calculating the Party Nationalization Scores (PNS). The PNS is calculated by the Gini coefficient method as proposed by Jones and Mainwaring’s research by using the data of the Election Commission of Pakistan. Moreover, the thesis analyzes the dynamics of provincial politics with a special focus on the provincial political parties of Punjab and Baluchistan, and their role in representing regional ethnic minorities. This comparative analysis may further the research of regional or multi-ethnic party systems and understanding the prospects of ethno-federalism in diverse and semi-democratic countries. |
