Summary Financial crisis acts as a turning point: it not only poses the challenges for the private sector as well as for policymakers, but also creates windows of opportunity for policy change. The present thesis analyzes how Hungary and Latvia, small and open economies dependent on foreign capital, could capitalize on the changes in the external and internal environment and improve their economic prospects. Based on the combination of sectoral theories and bargaining models I argue that the interplay between the intersectoral and intrasectoral differences in banking and manufacturing influenced bargaining positions of multinational enterprises and the respective governments. The analysis shows that affinity of interests of Latvian and Hungarian government with particular sector directed the cooperation between them. While ability to pool the support of their home countries certainly increases their leverage in influencing state’s policy, it does not always pay off if the external sources of financing increase government’s political autonomy.
