Summary This study contains the analysis of the powers of the presidents in the political systems of Croatia and Serbia 1990-2015. The study presents a discussion regarding semi-presidential systems in general, as well as an analysis of the evolution of semi-presidentialism in Croatia and Serbia, and a discussion on past and present-day roles of the presidents in the political systems of Croatia and Serbia. The study demonstrates that the powers and roles of the presidents in these countries are still more significant than the typical presidential powers in pure parliamentary regimes and thus these countries' systems of government could still be considered semi-presidential, and not parliamentary.
