Western change of orientation in Kiev is a critical juncture that allow for institutional change.
Economic policies that contribute to the construction of inclusive economic institutions will shift the Ukrainian economy to a higher growth path. Legal harmonization of the Third Energy Package, restructuring of the Naftogaz and new monetary policy regime all contribute to it. Residential gas price liberalization is part of this process, although without a functioning targeted social support system, it will only contribute to the reversion of the process.
