Title Counter-terrorism intelligence cooperation in the EU: the case of European Counter Terrorism Center
Summary This thesis addresses the issue of the EU counter-terrorism cooperation and intelligence sharing, which are crucial elements of the Union’s internal security. The roots of such cooperation are going to the member states that previously had preferred to tackle terrorism as a domestic problem and shared intelligence with other states mostly on an occasional basis. However, since the great number of states integrated to the EU, the problem of fighting terrorism appeared on a supranational level and the national governments were asked to share the related intelligence. The existing law enforcement framework of the EU has incorporated a number of European agencies. One of these is Europol, which was declared as the main platform for the intelligence sharing. Despite numerous institutional transformations and attempts to facilitate the intelligence exchange within the mentioned organization, the member states had neglected to share sufficient amount of data that would have been crucial for Europol in its counter-terrorist activities. However, with the recent rise of transboundary terror, the EU has attempted to improve the existing cooperation and establish the European Counter Terrorist Center (ECTC) that aims to enhance the intelligence cooperation and involve all the member states in this process. Since the establishment of center there was no sufficient analysis on the changes in cooperation between the member states facilitated by the ECTC and this research aims to explore that with the help of new institutionalist approach.
