Title Mobilising for development: Assessing the relationship between public savings institutions, financial inclusion and domestic savings
Summary This study evaluates the relationship between public saving institutions, financial inclusion, and domestic savings. I employ multivariate cross-sectional and panel data regressions to assess this, followed by an in-depth case study of the SACCO policy in Rwanda. Challenging cultural, income and demographic theories of savings, the main finding is that public institutions matter more than these structural factors in determining access to financial services and also the aggregate savings level. The positive relationship between public saving institutions and domestic savings is consistent across models using different controls and observations.
