Title Should Albania issue municipal bonds? Analyzing the impact of municipal bonds market in some of the Central Eastern European Economies
Summary The aim of this study is to evaluate whether Albania should issue municipal bonds or not considering the current economic, socio-politic and legal environment. In order to answer the main question, the study employs three main analyses: descriptive, case study and empirical. In addition to providing a detailed description of the current situation in Albania regarding its readiness for issuing municipal bonds, the study reviews the experience of four former communist countries which have had experience in municipal bonds markets: Hungary, Romania, Poland and Serbia.
Employing Time Series Cross Sectional methodology on annual data covering the period 1996- 2015 for these four countries, the study finds those municipal bond markets do not have a significant effect on the economic output of the country.
