| Summary | The goal of the research is to show the framing effect of ideas in the process of policy making. The thesis investigates the official discourses on higher education in Russia based on the normative documents containing recommendations for specific policies from 2000 until nowadays. The study is conducted in a constructivist paradigm using discourse analysis. |
