Title Understanding the Politics of Negotiation: Exploring the Single Supervisory Mechanism
Summary The negotiation on the establishment of the Single Supervisory Mechanism (SSM) in the European Union (EU) was difficult and complex due to the involvement of multiple countries and issues. Each member state had its own particular preferences, which led to disagreement over some SSM issues in the negotiations. In the end, member states managed to reach an agreement in a timely manner. This thesis aims to examine the process and factor that made member states, which had diverse preferences, agree on the outcomes of the SSM negotiations. Based on the analysis, member states sought to find common ground on the controversial issues through a multilateral compromise. Bargaining power of member states played some roles, but not entirely, in shaping the negotiation outcomes. Combined with a smart tactic used by the European Commission (the Commission), the impacts of the financial crisis were seen as the driving forces behind pressuring member states to agree on the negotiation outcomes through a compromise.
