Title Government Interference and the JCHR: Coalition through early Brexit
Summary This study examines the form, function and implications associated with the British government's interference in the ability of the Joint Committee on Human Rights to fulfill its duty in providing legislative scrutiny and analysis for Parliament. The period of study is between 2010 and now, tracing changes in interactions through the coalition government, the Conservative majority and now in the Brexit period. Interactions have changed over time, with increased usage of ECHR memoranda and official Explanatory Notes for proposed Bills, but interference through the provision of data and Government positions has also altered to help promote their position on potentially incompatible legislation. This is currently coming to a head with the changing political and human rights landscape of Brexit, and what that means for citizenship rights in particular. Government reticence on providing information or positions of any kind in these negotiations are a more extreme example of behaviour more typical of interactions leading up to this period.
