Title Analysis of Stakeholder Influence in the EU ILUC (Indirect Land Use Change) Consultation 2015
Summary This research would seek to locate power and influence within the Indirect Land Use Change (ILUC) debate which resulted in Amendment 2015/1513 (on the effect of ILUC) to the Renewable Energy Directive
(RED) and Fuel Quality Directive. With complex arguments occupying a number of positions on ILUC, the EC initially proposed a reduction for the contribution of biofuels to 5%, from the initial 10% set out in the RED.
The research will use document/content/discourse analysis in order to locate the main arguments/narratives from opposing camps in order to assess which discourse was more dominant in influencing the resulting amendment on what has been a heavily debated issue.
The research aims to identify if the EU - often regarded as a norm setter in global environmental affairs - was influenced more effectively by either the environmental concerns or industrial interests in issuing an amendment to previous directives.
