Summary The role of the United States in NATO decision-making has always been of vital importance. This power dynamic has been well covered, but the role of decision-making within the United States government has been equally, if not more significant to NATO development. The motivations and objectives behind American decisions vis-à-vis NATO enlargement have been guided, in varying degrees by the theories of neoliberalism/institutionalism and realism. This thesis explores the relationship between these grand strategies and American actions concerning the phases of NATO enlargement by testing hypotheses against the historical record.
