Title | The Analysis of Governmental Incentives to Stipulate Competition in Payment Processing Systems: the Case of Ireland |
Summary | This research paper has the goal of analyzing the changes that the establishment of quantitative cap on multilateral interchange fees brought to the Irish businesses and the Irish economy. The paper is the case study of a very recent policy experiment from various points of view. The regulatory analysis, the stakeholder analysis and the descriptive statistics are complemented by simple econometric methods but the latter results should not be taken conclusive as only a very scarce data-set was possible to compile. The results mentioned in this thesis should be deemed preliminary, to show-case the effect imposed by the newly introduced multilateral interchange fee cap in Ireland in 2015. The findings show the following. First, there is an evidence that Ireland was and is replicating the path of Spain and Australia in how the benefits of the reform are allocated. Second, there is a mismatch between the targets that were set at the beginning of the reform and the effect that could be anticipated based on the preliminary results. Third, the reform seems to have affected accessibility of POS terminals for card payments, as volume of transactions increased. Importantly, this paper contains only preliminary results. In order to obtain fully conclusive evaluation, it is advised to adhere to the 5-year-after-the-reform data gathering standard, that was used in Spain in 2012, and will be utilized by the EU in evaluation of the EU-wide multilateral interchange fees cap reform in 2019. |
