Title Lost in Translation? The 'Ineducable' Roma through Czech and EU lenses
Summary This thesis examines the constraint of ‘language’ in policy transfer, focusing on European Union directives and policies which promote the integration of Roma children in the Czech education system. Czechia’s persistent failure to effectively transfer such policies raises the question as to whether the actors involved in its ‘translation’ understand the subject of the policy in fundamentally divergent ways. Using an interpretive approach of qualitative content analysis and a conceptual coding scheme based on competing narratives, this paper analyses the underlying assumptions of actors at three levels – EU, Czech government and Czech public – regarding the obstacles to school integration and Roma’s continuously disadvantaged position in Czech society. The findings reveal that whilst the understanding at EU level is predominantly of social capital deficiency, most prominent for Czech politicians and the public are narratives of cultural incompatibility and fundamental ineducability.
