Title Educational Goal Or Policymaking: Development Approach To Education Measurement In The World Bank Group
Summary Drawing on constructivism, this thesis examines the World Bank’s approach to Education sector development in developing countries by examining the System Approach for Better Quality Education (SABER) project in Afghanistan. It reviews the role of international organizations which work on and analyze approaches to development. Following Finnemore’s norms diffusion framework, this research identifies the SABER project as a norm set by the World Bank on best practices in the developed countries. I use the three approaches—top-down, bottom-up, and holistic—to offer an alternative way of looking at development in 21st century and therefore, understand the effects education policies have on our society, keeping in mind cultural differences as well as conflicts in developing countries.
