Title | The Quota Story: Reservation for Women in Parliament of Nepal |
Summary | Women comprise half of the world’s population but are still underrepresented in the government and have less access to the decisions related to policies that have a direct impact on their lives. Nepal has implemented the gender quota since 2008, the 33 percent reservation in some cases became an opportunity while in some a cap on the representation of women in Nepal. The 33 percent reservation has been interpreted differently by different actors in policy formulation. This paper will study the socio-political context behind the adoption of gender quota in Nepal and its impact both at the parliaments and at the grassroots level. The paper can be looked at two parts, the first part will look into the history of how gender quota and the issue of social inclusion and gender equality enter the political debate in Nepal. The second part is an attempt to see the gender quota beyond the parliament by looking at the districts that have directly elected women through First Past the Post. The paper covers only cover the two Constituent Assembly elections. |
