Title | Conditional Cash Transfers Targeted at Early Childhood Development and Female Labor Force Participation in Transition Economies: Evidence from Kazakhstan |
Summary | The share of women in the labor force of transition economies has decreased after the collapse of the socialism to the great extent due to the restructuring of preschool education system. In the context of inaccessible childcare, the so-called “motherhood punishment” has become an acute problem, given the increased ageing of populations. Solving the issue not only generates more production in the economies of countries, but also has a potential to empower women and terminate intergenerational poverty. To empirically investigate the extent to which more accessible childcare leads to increased female employment, this work uses data from a conditional cash transfer program conducted in Almaty, Kazakhstan. The program aimed at increasing early childhood development in poor regions by providing cash to eligible households and conditioning the transfer on preschool attendance. Utilizing the randomized control trial setting of the program, this thesis uses difference-in-difference method that takes into account any pre-program differences and exterior shocks to measure the relationship of interest. The results reveal positive effect of the program on extensive margin, but no significant effect on the intensive margin of the maternal labor force participation. |
