Title Policy Designs for Social Equity in the Context of Legal Cannabis: Lessons From the U.S. States
Summary This Master’s dissertation gives an overview of efforts to further social equity through cannabis policies in the United States. Cannabis policy has shifted dramatically in recent decades in the U.S., with states being the primary drivers of change, in direct defiance of federal policy. These policy changes have largely responded to racial injustices perpetrated through prohibitionist policies in the name of the War on Drugs. However, despite recreational legalization in many jurisdictions, racial disparities in arrests have not abated and minority participation in the legal market has not been achieved. In response to this, and concurrent with societal shifts which call for social equity, states have begun to enact their own programs to address these concerns. Österle’s model for the systematic comparison of policy is applied to four case studies, from Massachusetts, New York, Illinois and Michigan, in order to understand how they address social equity. Policy recommendations are made with the aim of supporting public policy practitioners involved in this area.
