Title The Urban Agenda for the EU: Policy Evaluation
Summary Despite the commitment of the Urban Agenda for the European Union to the development of sustainable cities, questions over its effectiveness remain unanswered. There is not sufficient evidence to suggest that monetary interventions at the local level helped promote sustainability. This thesis analyzes the impact of Cohesion funds on mitigation and adaptation indicators in 74 European cities in the programming period 2014–2020. The funds are the biggest financial instrument at the Union’s disposal to advance its agenda.
The results of multivariate regression modeling show no significant connection between the intervention and outcomes. It may suggest a relative failure of the Agenda to advance the development of sustainability at the local level. Although sample limitations restrict the generalizability of the conclusion, the research makes noteworthy progress on the issue with a novel puzzle question and dataset.
