Title | High-Skilled Migration, Main Causes, and its Potential Long-Term Economic Implications: Evidence from Albania |
Summary | High-skilled workforce migration has become a dominant pattern of international migration and a contemporary challenge for developing economies. Considering that outward mobility of skilled workers’ effects on migrant-sending countries are still unexplored in the literature, the evidence on economic implications from an origin country perspective is limited. Therefore, the aim of this paper is to explore the main causes of high-skilled migration in Albania and its potential long-term economic implications for the country’s development. Our study is based on a qualitative research method and provides a comprehensive country-level analysis of education and labor market developments, skills/occupational mismatch, youth unemployment trends, and international migration patterns. The study results suggest that the labor underutilization (caused by existing occupational and skills mismatch) and low wages in both informal and formal sectors of the economy are the main driving force of high-skilled migration. Based on the current economic performance of Albania, we conclude that the long-term economic implications of skilled migration would consist of human capital shortages (brain drain), low productivity and economic stagnation in Albania. |
