Title The Pocket of Effectiveness in Kazakhstan: the Case of Electronic Government
Summary The electronic government (e-gov) of Kazakhstan is a remarkably effective project which provides public services online. The lion’s share of services can be obtained just with one click on the single e-gov web portal. E-gov can be regarded as the “pocket of effectiveness” because an effective provision of public services is not a norm in Kazakhstan. Therefore, e-gov’s outstanding performance in a hostile environment is worth scholarly investigation. This research work aims to explore the main factors that contributed to the emergence of e-gov as the “pocket of effectiveness" in Kazakhstan. This single case study employs the “explaining-outcome process tracing” method because it investigates the causes of a puzzling historical product which is a multifactored and highly context-specific phenomenon. Consequently, both theorized causes and empirical observations are analyzed to build a minimally sufficient explanation that accounts for the most important aspects of the Y-outcome. Therefore, generalization of causal explanation is possible but very limited. Overall, this research paper finds that a specific sequential combination of three key factors contributed to the implementation of e-gov. These include: 1) will of the incumbent, 2) meritocratically selected competent leader, and 3) positive organizational culture. The results of the study reveal that in personalist regimes, the whim of the head of state is not enough, because it requires the interplay between both exogenous and endogenous factors which are equally important. Overall, this thesis contributes to the research area that focuses on authoritarian modernization and public sector performance in developing countries.
