Title | Coaching and Lobbying Europeanization. Romanian diplomacy as a norm entrepreneur in Moldova s EU accession process |
Summary | The recent developments in the context of the full-scale Russian invasion of Ukraine show that democratization is still alive and under a reformation process (Anghel and Džankić 2023). In this regard, the Europeanization process, understood as a subtype of democratic diffusion, deserves close scrutiny. Thus, the primary research goal of this thesis is to investigate the extent to which diplomacy and diplomatic training serve as norm diffusion instruments in Member States – prospective candidates’ relationship. To this end, this paper argues that diplomacy and diplomatic training are two of the key multi-level norm diffusion methods. This claim is supported by looking at how Romania and its Ministry of Foreign Affairs act in support of Moldova's EU accession process. In this thesis, Romania is conceptualized of as a complementary agent of Europeanization, which employs a bi-dimensional strategy of norm entrepreneurship: coaching and lobbying. First, as a coach, Romania helps Moldovan counterparts with expertise-based knowledge transfer through diplomatic courses and other training opportunities. Second, by taking leading roles in European summits and publicly supporting Moldova's EU accession process, Romania turned itself into a Europeanization lobbyist capable of uploading its preferences in Brussels and becoming a well-known reservoir of Moldova expertise among Member States. Based on these results, this research contributes to the literature by providing a complementary assessment of Europeanization by focusing on receivers and their attitudes toward norm providers rather than the contrary. |
