Summary The way non-governmental organizations under the machinery of authoritarian and non-democratic governments contribute to the policy-making process is not easy to track. When it comes to women's policies in a country like Iran, with theocratic laws and regulations, the story gets more complicated. However, by broadening our understanding of NGOs beyond formal and registered entities, we can observe a shift in Iranian civil society towards a new generation of civil activists advocating for women's rights. This research aims to investigate the contribution of NGOs in Iran to the advocacy of women's rights policies. To achieve this objective, the study will explore different dimensions of women's rights, evaluating the achievements and shortcomings of NGOs in advancing women's issues in each of them. By analyzing this, scholars and activists can gain insights into the core ideology of the Iranian government regarding women and evaluate the progress made in this area. The research will utilize secondary research methods and conduct interviews with NGO directors and politicians engaged in women's rights issues in Iran to gather relevant data.
