Title NGO-Local Government Relationships in Addressing the Homelessness Problem in the Kyiv, Ukraine
Summary Homelessness remains a pressing global issue, and in the dynamic landscape of Ukraine's decentralization process, non-governmental organizations (NGOs) have stepped up to address this challenge. This study focuses on the partnership between NGOs and the City Council of Kyiv, Ukraine, exploring how they approach the challenging problem of homelessness. The author examines their collaboration forms by applying the Najam Four-C's Model. Through interviews with representatives from the Department of Social Policy of Kyiv and NGOs, the findings reveal a limited cooperation form between NGOs and state authorities in tackling homelessness. This means that both actors pursue the same goals and methods, but lack the proper dialogue and more joint coordination to improve the well-being of homeless people in Kyiv. This research also sheds light on the dynamics of this collaboration and contributes to the ongoing efforts to fight homelessness in Kyiv.
